Level crossing Removal Project

A significant program of projects, to remove 75 of Melbourne’s most dangerous and congested level crossings, to enhance both road and rail performance as well as public amenity.

Projects in this program include important projects for V/Line such as MRPA Robinsons and Fitzgerald roads and Mount Derrimut road, both of which are in the V/Line lease and as such significant interface projects for V/Line. The program also includes projects that whilst are being built in the Metropolitan lease, still have an important interface to V/Line such as Pakenham, Glenroy, Hallam and Cranbourne Line duplication project.

Our Role in the Project

  • The T&S Team members led the project for V/Line to achieve best for project and network outcomes while ensuring V/Lines accreditation and technical standards are met.
  • Our role in this significant program of works ($15b) includes being the main leads for V/Line, as our key T&S members lead the entire development portfolio for all these projects as V/Line Program Director Development, as well as portfolio lead for delivery for the central metro region as V/Line Program Director Delivery.
  • Their responsibilities include managing all project aspects and interface obligations between V/Line and LXRP / MTM / DOT through the entire project lifecycle.
  • This includes management of requirements, assurance, risk, accreditation, occupations and disruptions in compliance with V/Line Works Readiness, bussing plans, testing & commissioning, driver training and Operational Readiness, interfacing, integration, staff, governance, commercial negotiations, scope, budget, risk allowance, schedule, procurement strategy and contracting models.
  • Work also included development of Projects Agreement deliverables, design / engineering development / review, and proactively managing key stakeholders in consultation sessions (both V/Line internal as well as external agencies).
  • Areas of expertise cover project management, risk management, commercial management, management of specialist consultants and designers, operational and maintenance aspects of an ARTO, DTF / DOT investment framework, V/Line frameworks and processes as well as rail specific knowledge in permanent way / track, civil and drainage, Combined Services Route, signalling, signalling power, train control, OCS, rollingstock, ARTO / Australian standards etc.
