Business Case and Development

T&S has managed the Business Case and Development phase on several major projects with State, and therefore areas of expertise include all relevant aspects to develop the project from a ‘needs’ basis to the final costed Business Case; covering strategy, operational need, commercial, safety, engineering, requirements, scoping, managing specialist consultants, schedule, cost estimating, risk identification and mitigations and importantly stakeholder consultation.

Project Management and Delivery

T&S have also leveraged their expertise and experience in project and contract management, strategy development, development of project management plans in accordance with State’s framework, risk management in accordance with State’s risk management framework, estimating, scheduling and reporting to support State governance functions.

Risk Management and Facilitation

T&S have supported projects in hazard analysis and risk management to help implement the State’s gateway process from a risk perspective to inform the Business Case risk register development, to help inform the important P-50 and P-90 risk and contingency allocations for the Business Case to be submitted.

Commercial Management

T&S have demonstrated expertise in contract development, contract negotiations for contracts such as Program Alliance Agreements, (PAA), Design and Construct (D&C), Public Private Partnerships (PPP), etc, contract management, procurement strategy and execution, budget forecasting / invoicing / auditing, contract disputes, developing commercial papers for Boards and governance forums, etc.

Engineering Services

Areas of T&S expertise to help support business case and development include having technical and engineering acumen to achieve successful delivery outcomes; this covers track, civil and drainage, Combined Services Route, signalling, signalling power, train control, overhead electrification, substations, Operational Control Systems, Communications Based Train Control, rolling stock, ARTO / Australian standards, etc.

Members of our team have held key roles on infrastructure projects such as the Morwell car park expansion and Hi-Rail access for VicTrack, as well as Transaction Director and Commercial Manager - Rail, Road and Freight Group.

Members within our team have led the commercial, integration, planning and rail operations functions on projects such as the 2.5+ billion alliance Caulfield to Dandenong, as well as being key reps on other important projects such as Robinson & Fitzgerald Roads, Werribee Street, Cranbourne Line Upgrade and Wyndham Vale stabling project.

Members within our team has been representing Metro Trains Melbourne (MTM) through the Development Phase of the Keon Pde LXRP with North-Western Program Alliance (NWPA) and is managing the development phase MTM team.

Members within our team have held key roles on important projects such as Rail Infrastructure Alliance, Rail Systems Alliance, Western Rail Plan, Geelong Fast Rail and Melbourne Airport Rail Link projects.

Members of our team have held senior roles such as Program Delivery Director and Program Development Directors, responsible for managing significant portfolios across the Big Build such as interface to Level Crossing Removal Projects, Regional Rail Revival, West Gate Tunnel Project and Metro Tunnel Project.

Ararat Junction Signaling Project

Track and signalling modifications were made at Ararat to provide a direct standard-gauge connection from Maryborough to the ARTC standard-gauge mainline with access toward Maroona, and the Murray Basin.

Barwon Heads Road Duplication

The Barwon Heads Road Duplication project will improve safety, connectivity and alleviate congestion along Barwon Heads Road (C121) between Settlement Road (A10 Corio-Waurn Ponds Road) in the north and Precinct Drive in the south.

Caulfield to Dandenong Project

Key Transport & Strategy members were involved in the development and delivery of the Caulfield to Dandenong (CTD) Project, the largest and most complex of the Level Crossing Removal Project (LXRP) portfolio.

Gippsland Rail Corridor Station Upgrade Program

Key Transport & Strategy members were involved in the delivery and close out of the $9 million Gippsland Rail Corridor Station Upgrade Program which include rail, station, carpark and bussing upgrades on the Gippsland line.

Level Crossing Removal Program

A significant program of projects, to remove 75 of Melbourne’s most dangerous and congested level crossings, to enhance both road and rail performance as well as public amenity.

Maintenance, Renewals & Project Controls Track Infrastructure

Metro Trains Melbourne (MTM), Infrastructure division, was responsible for the operational maintenance of all the network’s metropolitan assets, including the rail and electrical infrastructure.

Melbourne Airport Rail Link

Melbourne Airport Rail is a once-in-a-generation transformation of Victoria’s transport network connecting Melbourne Airport to Victoria’s regional and metropolitan train network for the first time.

Metro Tunnel Project

The Metro Tunnel will create a new end-to-end rail line from Sunbury in the west to Cranbourne/Pakenham in the south east, with bigger and better trains, next generation signalling technology and 5 new stations.

Mount Derrimut Road Level Crossing Removal

The MDR project includes removal of the level crossing by raising the tracks onto viaduct structures over the existing road.

Rail Infrastructure Alliance

A multidisciplinary rail project, one of three major packages on the Melbourne Metro Tunnel Project.

Rail Systems Alliance

A multi-disciplinary rail project with heavy interface to V/Line through complex Management of Change and accreditation items (including change of Rule book), to implement the first High-Capacity Signalling project in Victoria.

Regional Rail Revival Bendigo-Echuca Line Upgrade Project

A component of the Regional Rail Revival (RRR) project, this aims to deliver a line speed upgrade to the Bendigo-Echuca corridor.

Robinsons and Fitzgerald Level Crossing Removal

The Robinsons and FItzgerald Level Crossing Removal project is delivered by Metropolitan Roads Program Alliance (MRPA) under LXRP. Removing the level crossing will enable trains to run more often.

Warrnambool Line Upgrade Project

The Warrnambool Line Upgrade D&C project improved safety and reliability and allowed modern VLocity-class trains to travel on the line for the first time that maximised the benefits of the new trains for passengers.

West Gate Tunnel Project

The West Gate Tunnel Project will deliver a vital alternative to the West Gate Bridge, providing a second river crossing, quicker and safer journeys, and remove thousands of trucks from residential streets.

Western Rail Plan

A significant program of projects over the next 10-20 years, to boost capacity and performance for the western area rail network of Victoria.

Wyndham Vale Stabling Project

A multidisciplinary rail project to delivery inter-peak stabling and fuelling facility for V/Line, as well as enable future short starter services and 9-car VLs.
